API keys for unsubscribed users cannot take effect

I wonder if unsubscribed API keys can't call any apis? Error 403 keeps coming up. I'm sure there aren't any code errors. If it cannot be used, could you please indicate it in the API KEY? Not a lot of tedious introductions
